Enter Direct Access Physical Therapy with the Introduction of Missouri Senate Bill 51
The Missouri chapter of the American Physical Therapy Association had been advocating for the introduction of direct access physical therapy in the state for a decade. Missouri Senate Bill 51 was crafted to remove certain obstacles to obtaining physical therapy. The bill states:
This act modifies provisions relating to the practice of physical therapy. Under this act, physical therapists with a doctorate of physical therapy or 5 years of clinical experience may evaluate and initiate treatment on a patient without a prescription or referral from an approved health care provider. Physical therapists may provide certain educational information, fitness or wellness programs, screenings, and consultations without a prescription or referral regardless of whether a patient is symptomatic.
Additional provisions of SB 51 encompass the following:
- It abolishes existing restrictions that previously limited physical therapists from examining and treating specific conditions or injuries without a prescription or referral.
- Physical therapists are obligated to refer patients to an approved healthcare provider under certain circumstances:
- When the patient’s condition exceeds the scope of physical therapy practice.
- If the patient does not demonstrate measurable or functional improvement within ten visits or 30 days, whichever comes first.
- After either ten visits or 30 days (whichever is earlier), a physical therapist is required to:
- Engage in a consultation with an approved healthcare provider if the patient’s condition has improved and further therapy is deemed necessary.
- Provide detailed information to the healthcare provider during this consultation.
- Proceed with continued therapy based on input from the provider.
- Notify the provider of ongoing therapy every ten visits or 30 days unless otherwise directed by the provider.
- The Missouri Board of Registration for the Healing Arts is granted the authority to:
- File complaints against a physical therapist for evaluating or treating a patient inconsistently with the provisions of this act and existing laws related to the scope of practice for physical therapists.
- This replaces the previous provision where the Board could file complaints against a therapist practicing without a prescription and direction from specific healthcare providers.
